This event will bring together planning, policy, and design experts to discuss Tucson’s experience with its recently adopted accessory dwelling unit (ADU) ordinance. Since January 2022, Tucson has allowed property owners to construct an ADU (an additional, independent housing unit) on any residential parcel in the city. Other cities in Arizona and around the region are considering similar ordinances to diversify housing options and address housing shortages. At this event, through two panel discussions, we will explore the successes and challenges Tucson has experienced since legalizing ADUs.
The event is part of the Arizona Research Center for Housing Equity and Sustainability (ARCHES) Speaker Series. ARCHES is a HUD-funded Housing Research Center of Excellence, formed in partnership with the Morrison Institute at ASU and the Drachman Institute at University of Arizona, as well as faculty from NAU and UNM. With the support of the grant, refreshments are provided. The event is free and open to the public, but prior registration is requested.
This event will be held both in person in the Sundt Gallery in CAPLA West, as well as online via Zoom.

She recently co-created an award-winning course on Zoning for Equity, which is collaboratively taught at seven institutions nationwide. She also is Senior Associate Editor at Journal of Urban Affairs, President of the Board of Directors for the Southwest Fair Housing Council, and a member of the American Institute of Certified Planners.

Koren Manning serves as Planning Administrator for the City of Tucson Department of Planning and Development Services. She leads a team of long-range planners working with community members to shape the future of Tucson. Koren and her team advance goals of sustainability, equity, and economic growth and promote vibrant, livable neighborhoods through corridor and neighborhood planning, code changes, rezoning, and historic preservation.
In nearly five years in this role, Koren and her team have updated and created overlays to spur transit-oriented, mixed-use development, undertaken significant code streamlining efforts, facilitated a code change to allow Accessory Dwelling Units, and overseen substantial new infill development in Tucson. Her team is currently working on an update to the City’s General and Sustainability Plan, Plan Tucson, as well as code updates to spur redevelopment of corridors and promote low-impact development, among other planning efforts.
Koren was previously a Senior Planner and Team Leader in the Brooklyn Office of the NYC Department of City Planning.
Koren received her Masters of Urban and Environmental Planning from the University of Virginia and a Bachelor’s in Geography from the University of Arizona.
