Jerry retired in June of 2014 after 30 years of public service. He was with Pinal County for eleven years and was the Planning and Development Director for six of those years. Prior to working for Pinal County, Jerry spent 19 years with the City of Scottsdale. While in Scottsdale, Jerry managed the following groups and projects: Project Coordination Group, Waterfront Project and Scottsdale Visioning
Jerry holds a Master’s Degree from Arizona State, and a Bachelor of Science Degree from Penn State. He has been a member of the American Institute of Certified Planners (AICP) since 1989.
He served as the Vice President for Professional Development for the Arizona Chapter of the American Planning Association (APA AZ) in 2013 and 2014. Jerry was recognized by his colleagues in the APA AZ as the Distinguished Professional Planner of the Year in 2013. He co-chaired the Mobile Workshop Committee for the 2016 National APA Conference in Phoenix. The Committee organized over 50 tours across the state.
Jerry served as Interim Planning Director for Cochise County from April until October 2017, and for the City of Page from September to December 2018. He served as the Planning Manager for the City of Eloy from April 2019 until February 2021.
He is currently the President of APA AZ and the President of the Casa Grande Elementary School District Governing Board.

They also managed major projects such as:
Developing an award winning Comprehensive Plan
Revising the Zoning Ordinance to implement the new Plan

Jerry holds a Master’s Degree from Arizona State, and a Bachelor of Science Degree from Penn State. He has been a member of the American Institute of Certified Planners (AICP) since 1989.

He has taught a senior level class at Arizona State on the history of the city. The course is in the School of Geographical Sciences and Planning, and he approached it from a planning perspective.
In his retirement, Jerry maintains his involvement in the community through volunteer work. He has tutored second and third graders in reading at the Phoenix Elementary School District. He is on the Board of The Opportunity Tree; a non-profit that provides services to intellectually or developmentally challenged people. He is also involved in Big Brothers/Big Sisters.
He is current serving as the Planning Manager for the City of Eloy on a part time basis.

In his final year with Pinal, Jerry received Board of Supervisors approval to create a Community Development Department. This approval pulled together staff from the planning, building safety, engineering and code compliance disciplines into one department. The approval also included a number of major improvements to make the organization more efficient and effective.

Prior to joining the Morrison Institute, Ashlee worked as a performance auditor at the Arizona Auditor General’s office. She is passionate about creating healthy and equitable communities across the State of Arizona and seeks to make our rapidly growing state more livable via affordable housing.
