Roger Eastman, AICP, is the Director of Development Codes and Planning with Lisa Wise Consulting, Inc. (LWC), a small planning and economics firm based in San Luis Obispo, CA that specializes in urban planning, zoning codes, and economics for clients across the US.
Roger has over 30 years of urban planning experience in the US (mostly Arizona), South Africa, and most recently the Kingdom of Saudi Arabia. His Arizona experience includes serving as the Comprehensive Planning and Code Administrator for the City of Flagstaff for over 10 years (he retired in 2016) and as Senior Planner with the City of Sedona, AZ from 1991 to 2006. Roger’s strengths are communicating directly with project managers, city staff, elected officials and civic leader¬ship, providing leadership and management skills to the LWC team, as well as coordinating among consultant team members to assure the execution of tasks on time and within budget. Roger is currently working on a variety of projects including comprehensive citywide code updates for a variety of cities in the US, ongoing work on form-based codes in Nevada and California, and comprehensive sign code updates for various clients. He is also part of a team working on two strategic citywide zoning code projects in Saudi Arabia.
Throughout his career Roger has been inspired by historic walkable towns and neighborhoods and has pursued an active interest in the need for quality human-scale urbanism. Roger completed the Form Based Codes Institute (FBCI) training in 2006 and served on the Steering Committee (formerly Board) for FBCI (now a program with Smart Growth America) until 2019. Roger has frequently taught classes on form-based codes.

Jason Barclay Morris is a graduate of the University of Arizona, College of Law, and a founding partner at the law firm of Withey Morris, PLC. His past experience includes work as a congressional staff member, and as partner with the Land Use Section for a major Phoenix law firm.
Mr. Morris’s practice is exclusively in land use, planning and zoning and government relations in the Phoenix metropolitan area, as well as the outlying counties and municipalities. His client list includes several national homebuilders, master plan developers, commercial-industrial landowners and Fortune 100 companies. Mr. Morris has also successfully litigated land use cases on behalf of property owners against Arizona municipalities.
He served as Chair of the City of Phoenix License Appeals Board and is the District 3 representative to the Maricopa County Transportation Advisory Board. He was also appointed by the Mayor to serve on the City of Phoenix Development Advisory Board. Mr. Morris was past-chair of Valley Leadership’s State Legislative Committee. In that capacity, he worked extensively on the Growing Smarter Legislation as well as opposing the Citizen’s Growth Management Initiative. He also served as an Ad Hoc Committee-member advising on the combination of the Planning & Development Services Departments at the City of Phoenix.
His outside boards and activities include Valley Leadership, Metro Phoenix Boys & Girls Club, Urban Land Institute and Arizona Town Hall. He also serves as Chairman of the Arizona Alliance of Boys & Girls Clubs.
